Each state has a set of rules that’s unique to that state. They can vary greatly from one state to another. There’s a general umbrella set of rules that the federal government establishes because they pay a lot of the cost of the program. Each state will have variations. You can’t rely on what you have heard in one state as necessarily indicative of what it would be in another state. You have to be very careful in that respect.
